I. Responsibility:

A. Cost appraisal stage:

1. Project Development estimation;
2. Preparation of pre-construction and construction stage cost plans;
3. Value engineering studies/reports;
4. Preparation of cost report, cost plan and cost data gathering;
5. Cash flow and Financial Statement (FS) report;
6. Meeting with Client to discuss project sketch, grade and other functions;
7. Contact Design Consultants to discuss and set platform for demarcation and/or scope of works of all parties;
8. Prepare data for costing;
9. Contact suppliers and propose material schedule for Client’s reference;
10. Make design and project function assumption;
11. Make Cost Model or Cost plan;
12. Make value engineering cost for design and finish schedule options.

B. Others ( Upon further request from line manager)

1. Prepare cost plans, cost reports, variation order reports, certificate of payment, tender documents, final accounts, etc
2. To do cost analysis record of project/ summary of project quantities
3. Work with the team to implement appropriate procurement strategy for each development project and ensure consistency in application of award letters, contracts and consultancy service agreements nationwide.
4. Build and monitor project budgets, coordinate with Finance team to control cash flow and cost, processing of claims, and procurement administration of the projects.
5. Manage the tender process including tender document and contractor selection, tender clarifications, interview and tender recommendation report if required.
6. Administrate contracts including documenting contracts, managing payment process and ensuring effective change order management.
7. Settle final accounts after projects are completed.

II. REQUIRED SKILLS & QUALIFICATIONS

1. University degree majoring in Economic construction, construction, architecture, civil engineering.
2. At least 7 years experienced in Quantity Surveying
3. Communication, presentation and negotiation skill
4. Be able to work under pressure.
5. High sense of responsibility
6. Interpersonal skill.
